On June 1, 2026, the decision of the Bank of Russia Working Group dated June 1, 2026  No. PRG-43-11/1199 (hereinafter – “Decision”) and Presidential Decree No. 377 dated June 1, 2026 “On Amending Presidential Decree No. 95 of March 5, 2022 ‘On the Temporary Procedure for Fulfilling Obligations to Certain Foreign Creditors’” (hereinafter – “Decree No. 377”) were published, introducing changes to the current counter-sanctions regulation.

Since the beginning of 2025, Russian courts have issued several landmark rulings in the field of personal data processing. These cases affect the interests of banks, marketplaces, solid waste management operators, employers, and online platforms. Some positions confirm long-standing approaches (withdrawal of consent does not terminate processing where a contract or legal obligation exists), while others establish new guidelines for businesses (processing of a beneficiary's data without consent, inadmissibility of contacting a previous employer without the candidate's permission).

Our review covers seven recent cases with conclusions that will help DPOs, legal teams, and information security departments minimize risks and establish compliant processes.

As part of the implementation of the Strategy for the Development of the Pharmaceutical Industry through 2030, approved by Decree of the Government of the Russian Federation No. 1495-r of 7 June 2023 (“Pharma Strategy 2030”), and discussions at the “Healthy Society” forum organized by the Roscongress Foundation with the support of the Ministry of Health (16–17 March 2026, Moscow) (“Forum”), key areas of state support for domestic drug developers and manufacturers were identified, including subsidies for clinical trials .

In addition to existing support programs, subsidies for clinical trials at all stages will help overcome the financing barrier for high-risk phases of medicines clinical trials and accelerate the market launch of medicines. The combination of current and planned measures will create the legal and economic foundation for strengthening the production and technological capacity of the domestic pharmaceutical industry and increasing its presence in international markets.

Below, we will examine planned initiatives and support measures for pharmaceutical manufacturers that have already been implemented.

On May 26, Moscow will host the XVII Antitrust Forum — the flagship event in Russian competition law. The forum is traditionally held with the support of the Federal Antimonopoly Service of Russia (FAS Russia) and the Association of Antimonopoly Experts (AAE).
